    GBARunner2 has the ability to turn off "Center & Mask" from its settings which will sort of let you play full screen. (Press R from the rom select or after touching the screen in game, then go to "Display Settings" and uncheck "Enable center and mask")

    It doesn't scale up but rather simply continues rendering the video further right and down to fill the DS screen so most games will simply have corrupted graphics in that space, at least in one direction (Pokémon fills the height correctly but not the width and Mario Kart fills the width but not the height), but its worth a try if you really want GBA games to fill your screen.

    Also to note: GBARunner2 works best on DSi's when running in DSi mode so if you do like it you may want to consider installing CFW instead of running it from a flashcard.
