by reading your hekate_ipl.bin, it seems you don't know what you are doing, and you're trying to test things...this is not how it works.
you should read Hekate/Atmosphère github, everything is explained.
you try to load Atmosphère by using the "fss0" method AND by chainloading fusee.bin
you can't do BOTH, you have to choose
your hekate_ipl.ini should be :

in order to launch/install games, you only need 3 pieces, there's nothing hard :
Atmosphère 1.2.4
Hekate 5.6.5 + Nyx 1.1.1
iTotalJustice's sigpatches for Atmosphère 1.2.4
and sx gear of course (better : reflash your SX chip with
spacecraft-nx firmware)
- unzip everything on the root of a FAT32 formatted microSD card
- add/edit bootloader\hekate_ipl.ini ↑
- copy config_templates\stratosphere.ini to the config\ folder, edit the ini and add nogc=0
- then,
- if SX chip not reflashed, edit boot.ini, put file=hekate_ctcaer_5.6.5.bin, you're done
- if SX chip reflashed with spacecraft-nx : rename hekate_ctcaer_5.6.5.bin to payload.bin, you're done
If you follow this, Atmosphère MUST start and work without ANY problems.
Finally, put DBI, launch it, run MTP (press X), connect with an USB cable, copy your games to "microSD Install" or "NAND Install" in order to INSTALL games
