Was in same boat before reading from rsn8887 that "PSV-VSH-Menu" (kuio.skprx, vsh.suprx) was causing slowing down,
disabled it from my ur0\tai\config.txt and witnesses the terrible impact it had in cannonball too like HB,
now cps1/2, NG and even system 16 plays great.
It would be great if Cpasjuste find a workaround to get better access to dipswitch into non-snk/capcom games,
i find it stuck to harder difficulty level and cannot edit them, combo only trigger test service.
some autofire mode and samples support would be icing on the cake too.

I could promise that I saw a plug in ( while using/browsing autoplugin) that had an app
that could make any button autofire. But I get it, that would be yet another app to tinker with instead
of just an option within the PFBA emulator.
I think it's in the PFBA DATA/ folder
you will see 2 folders Sce_sys , skin - click on the skin folder and replace the title png file to whatever you like
make sure it's the same size.
the sce_sys folder has the ico0 image (icon for your live area)
and another folder called livearea with a content folder area - there you will spot the BG and starup images that
you can change.
(I'm not sure what else you can change , but I hope this is a good start.)

here do me a favor, if you still have the .vpk file for your pfba ... make a copy of it and put it on your pc, than change the .vpk extension to .zip and extract it. Now you will be able to see all the .png or jpg files .
I did it myself but I didn't like it so I changed it back. Is that what you mean?
I'm warning you - my main skin and icon are really ugly -- I think if you just replace these with yours you might need to refresh live area for them show up.

I agree it's not easy for the average American, let alone the ones below that average. Free / cheaper healthcare is much more important I think than free university education.+1
Of course like @mthrnite said, why not both. But I doubt both will get solved at once, and surely healthcare is top priority. -

Although diet is largely education, people don't need to go to university to learn what's healthy and what's not,
it's the whole country, big corporations and advertising that is to blame for leading most of the population to believe that poptarts and froot loops are healthy to feed a child -

As someone who went through the grade school system in the US some time within the past 30 or so years, not nearly enough is done to promote and educate on how to eat healthy in a way that is feasible to do on a regular basis and also affordable. Eating healthy is, comparatively, fucking expensive. So is eating unhealthy, but in many cases eating unhealthy is more affordable than eating healthy+1
