That DLC is untitled I can only assume it was something that got pulled

Are the cias for DLCs not working. I am trying to install smash dlc with FBI but everytime I select the cia file it gives me an error.

Something is wrong with your FunKeyCIA file. It shouldn't have any lines declaring it as HTML! Try re-downloading the script from the OP using the "right-click > save as" method.
I'm having an issue with title id 000400000f702000 which is a SNES title, FBI install failed, description unknown ( 0x46). Tried another SNES title for good measure, and same issue. I'm assuming FBI is the problem as those 'f' IDs weren't around when 1.4.17 was released.
DUH that's stupid, 2.0.5 is the current version.
Edit 2: 2.0.5 is also not working, "not supported". Resultcode 0xD8C08046
I'm using -keyfile - title xxxx and using the 1.00 (2013-2015) version of make_cnd_cia.exe

i didn't look at his script but the ticket generation is my code lol... or at least uses some of it.
anyway, there is a nice identifier i can see that only i use!
(but FunKeyCIA now has -ticketsonly anyway)

try using devmenu to install, i rarely have problems with devmenu, but i had had lots of trouble with fbi (personally)

That was just an example, the same thing happens with excave (0004000000158500). And by not working I mean nothing happens, it just exits without doing anything.
-keyfile loads a file names encTitleKeys.bin in the same directory as the python script. (or your worrking directory, i'm not too sure!)
usually i make good error checking but i'm in the process of reorganizing FunKeyCIA so i will improve it later.so, i guess you don't have a file with that name where it should be.
use -nfskeyfile instead
