Hacking Question about formatting

So I'm ready with my console, running 4.81 Rebug and everything but I noticed I find uncomfortable to manage my previously legit bought games with Multiman and I'd rather have a clean start.
If I'm going to "do magic" with games, I'd rather do it with everything instead of having stuff mixed so I want to start with a clean internal HDD for it and pirate back my previously bought stuff.

If I use the format utility in the console will I have to run the redthetrainer exploit again?

No you don't have to run the exploit again but you will have to install a CFW again.

I supposedly bought a 160gb console.
I never paid much attention back then (years ago) but is it normal to have 130gb out of 149gb available after a quick format?

    I don't have a wii u anymore to test it myself, but if homebrews are not visible on the wii u menu I think you can press L + R + minus to open the plugin menu, there should be an option called "homebrews on wii u menu" or something similar
