Because it's a patched rom. Go change the game ID in R4CCE.

You must use the JP version code with the patched ID. Not US version cheat.

I did, I used the jap game ID. Still It Didn't work.

You have to use the NEW ID that was changed in the patch.

You have to go find the ID yourself from your rom

I think IPGJ 777AB691 is the other header for soul silver. I used NDS header.

EDIT: IPGJ 0CA97C18 is the game ID use the [...] button in r4cce and choose the rom to find the game ID.

The cheats still won't show up. I changed the ID so many times

Have you tried presing the browse button on r4cce?
1st Open r4cce, open USRCHEAT.DAT then go to your Soul silver/Heart Gold (J) Cheats
2nd Find the [...] button. This is the browse button
3rd Select your SS/HG (J) patched rom
4th it should automatically find your Game id and such
5th save over USRCHEAT.DAT

DONE!
