Play any video in a dedicated player on Chrome, like on Nintendo consoles?

You know how the Wii U and the 3DS have their own players and if you open any video, it'll play using those players? Can you do that on Chrome?

There are two reasons I want to do this. First of all, it'd provide me with the same UI on all videos, no matter the host, and the same functions as well.
I didn't mean the default Chrome player mainly, because it's a bit too bare-bones for my taste. I'd like to have quality and speed settings for example, and it doesn't have those as far as I'm aware. How about the YouTube player or something with the same functions? Would that be possible?

would an extension count as a external program? because otherwise, idk.
In Chrome, famous for running everything possible in separate processes, you could say it is :P

The WiiU/N3DS players are indeed the browsers' stock video players, the skinned ones you normally see on video sites (on PC) are their own (bloated) java$cript players

Depends on what kind of extension. I'm mainly looking for something that can embed its own player into the frame of the video.
