I had the same problem at one point. I used gateway to downgrade my console to 4.x which also downgraded my browser to an exploitable version. After that, you could install ninjax and use sysupdate to upgrade to any firmware you want.

That's impossible. You can't launch Gateway on 5.x or higher without a browser.

Gateway support 8.1 N3DS JP, with no browser, so if they decide to port their CN/OoT exploits to O3DS that should be an option.
