That's normal on some applications. The developers sometimes don't provide icons for their Homebrew applications or fill out the publisher info. Unless it wasn't like that before now.

Coming back to my original problem, i think when i was on 9.2 i made a nand backup right before attempting to go to 2.1 except i decided to go back to 11.1. If i still have that file, would there be a way to restore it?
If you're on 11.1 and you still have access to dsiwarehax, you can use dsiwarehax to flash the NAND backup.yeah, it eventually works when i replace them, but it's just weird why it happens at all
