Gaming Need help in Pokemon HeartGold!

Okay, I currently got 11 badges and I got two problems.

First, I went to Misty's gym and it's empty.
Second, I dunno where to get the flute to wake Snorlax up.

Any help would be greatly appreciate!

Was there a guy in the gym the first time?
If so, he has hidden somthing in the gym, so find it by pressing A everywhere
If not, go east to the powerplant thingy first

After I went to the powerplant, I go back to the gym and challenged a Rocket Grunt.

After beating the Rocket guy and return the thing to the Power Plant just go to the Radio tower in Lavender City, talk to the president and finally you get the Pokeflute channel on your radio
