While there are some new environmental effect and other minor changes, I have to agree, the engine is pretty much the same. Then again, when you have to churn out a new COD game every year for the DS, there isn't much time for significant changes. Like I said earlier, with a platform as limited as the DS, I doubt remaking the engine would result in the game looking any better than it already does. You're missing the point. They're complaining because ONM was lamenting the fact that there wasn't a 3DS version when they couldn't have done one to begin with. That was out of their control. If there is anyone to blame, it's Activision. Certainly not n-Space.Oh, awesome. "We're butthurt because we did exactly what those reviewers said - re-fried an old engine, added a few new models, a few new maps and called it a new game without implementing any ground-breaking changes. But they can suck it, it's a CoD, it will sell anyways trolololo".
God, do I hate N-Space. MW2 was cool, GoldenEye was cool, but everything else really feels like "the exact same game".
It is Activision's buisness to port their big titles to the latest console, it's their buisness to aim at perfection. The 3DS has nearly the same "capabilities" as a Wii, don't tell me they "weren't able to port it" because it's pure bull.
There's only so much you can do with the DS. Creating an entire new engine for a system as limited as the DS would be a pointless task and frankly, probably won't net much improvement. And seeing as you obviously haven't played the game, they radically changed the controls, user-interface and added some decent environment effects. While this certainly doesn't make the game exceptional, it is decent by DS standards.
It seems to be that most of your complaints have more to do with decisions made by Activision. I don't know why you're lashing out at n-Space.
There's a difference between making an entirely new engine and improving the one you're using now. There really hasn't been much changes to it - it works and looks relatively the same.
I'm lashing out at Activision more than I am at N-Space. If a 3DS version got a green light, we'd probably see something more similar to the Wii version, seeing that the systems have similar horsepower, but, but, but! Would N-Space be capable enought to pull it off? I don't think so. I actually don't think there's alot of coding going on there anymore - most of their games look very much the same, and that should not be the case.
Counter Strike, Half Life, Quake II and Soldiers of Fortune run on modified versions of the same engine. Do you feel the aura of sameness? No, because there were changes implemented in each of'em. The case should be the same with N-Space.
I agree with you on the 3DS=>Wii ports. The 3DS already has seen a number of those ports.

Activision should have just ported MW3 Wii to the 3DS. Especially since the Wii version this year is a full-featured version that looks pretty damn good compared to the PS3/360 versions. If they did that, I'm sure tons of people would have been happy campers.
GoldSrc is based off the Quake engine, not the Quake II engine. And I'm sure both of those are much more capable than whatever n-Space is using for the DS CoD games.
