he is at 4.2, can i downgrade to 3.2 and softmod or only softmod at 4.2 , and will his retail games now not work?

Why go back to 3.2 just use one of the guides in the stickies to softmod 4.2 retail games will still work.
Downgrading to 3.2 and then running a disk update can brick your wii.

    I don't have a wii u anymore to test it myself, but if homebrews are not visible on the wii u menu I think you can press L + R + minus to open the plugin menu, there should be an option called "homebrews on wii u menu" or something similar
