Framerate is the key. If the framerate cannot be kept at 60 fps, all effort will be a waste of time.

Yes if he wanted to base the game on an european rom he could do it. Otherwise if it's an NTSC rom it wouldn't be much different because if you have a flashcard for the DS (such as the SuperCard DSTWO or the R4i Gold Plus) you can play it on any region console. It doesn't matter if you have an American, Europe or Japane console.

My question is if DS games for Europe and so on have a Pal version since they are playing on a DS screen and not seen in a TV at all. I think they don't since there would be no point.

Do DS games have PAL versions, period? Is that your question?

Yes, they do. You're right that the resolution and framerate don't change, but PAL versions are made to have additional languages not used in America, to adjust American English into British English, and sometimes to fix bugs.
