Hang on, can you tell me a bit more about this? You mean when a store sells a card, they scan it somehow and send the information to Nintendo, which tells Nintendo to allow the card to be used? What system is this, I wonder (pics would be nice if anyone works in a store).at a store, you have to get the code on the card activated, through the card, before it becomes active.
