Hacking Is there a way to play local mario kart with different region?

Now I have n3ds xl a9lh updated sysNAND mode by Luma3ds(follow by plaitect guide)

If I want to play with another jp console is there a way to do it? since i know download play is region lock.

or i have to create emunand and change its region in to jpn?

There is local multiplayer without download play, but MK7 has region locked local multiplayer, you can always download the Japanese CIA and run it on your system which should work in local multiplayer (download play would likely work to the other system as well)
Or play online.

I have install jp ver already when create or join local room it'll result in error and back to main screen // even try with locales emulation to download play

try using luma3ds region emulation with jpn mario kart and use JPN JP for region emulation
