Of course that's not a webcam, but it's def doable with the right equipment and a bit of creativeness.

But in all seriousness, it's not going to matter when it comes to the 3DS. So not sure why those people have a carrot up their bum.
Also, providing content your viewers want to see, is going to matter more. (Of course it should be watchable) But those Twitch streams that have 1080p 60fps in their titles, yeah, I usually ignore all those.
As for YouTube content, same thing, focus on the quality of the overall presentation, rather than trying to have the upmost perfect video.
For now and possibly forever.Your options are reduced to either buying a capture card (expensive at the moment, also hard and unpractical to install if you never messed with 3DS hardware) or using NTR CFW (streaming is New3DS exclusive for now).
