Pretty sure CFW requires ARM9 kernel as well. ARM11 kernel isn't really enough to do most of the nice things.

Or maybe I'll just settle for making that Binding of Undertale mod a .romFS for the BoI 3DS version.

Either way, a lot more possibilities are going to open up for 3DS Homebrew creators when SNShax and memchunkhax2 release.

What would be the point of downgrading if we have that on the latest firmware?

Downgrading would allow not to have to do everything again. Like, support for 10.3 in rxTools ? Lolnope, just downgrade to 9.2 since you can. So basically just one guy working on the downgrade and everything works, instead of everyone updating their things and not even being sure it works correctly.
