No idea if it would even work. Ran your new nzone.exe last night (which didn't even grab the nzone.macs file and didn't change the mac at all either), so no Streetpass hits. :(
And, well, if I could check it with the Nintendo Zone app I would, if I still had it, lol.
No use of Nintendo Zone app if MAC is not changing anyway! Try to temporarily disable your firewall and antivirus software, so nzone.macs could be downloaded. Windows Defender and Windows Firewall won't inerfere, at least with the default settings.

For Windows method, if you can load McDonalds page with Nintendo Zone app AND can see MAC address is changing in time, then the only problem is the lack of people using the same wireless adapter driver.
That I understand, what I can't see is if the macs are actually changing. I can see the connection (mini VM thats namr NZ@McD, i believe) "restart" only once. I never see it restart to switch macs.

I assume that error is due to my wireless adapter driver not being included in the default image?

@duke_srg , VMware method works fine for me. Just a question, using VMware method I only can get streetpasses from people using the same wireless adapter driver I'm using?

Thanks

No, Linux have the ability to set the physical MAC adapter, so list 49 have MACs of the reported attwifi hotspots, and GBATEMP have MACs of GBATEMP users listed ther static MACs.

Nothing, I think. I can see the MACs without a problem.
Once again - get the latest nzone.exe, launch it, change list to BASE256, start it.
Also you can get the old nzone.vbs and try the same (it have no GUI). You won't get streetpasses this time, but can report detailed errors in that case.

Would be nice to have a link to the .vbs

1.
Code:
netsh wlan show hostednetwork
must show MAC adress is changing
2. Nintendo Zone application musth load McDonalds page
3. 3DS do not need any additional configuration, i.e. NO connection for that SSID existed.

Unfortunately wireless bridge configuration is not supported since changing MAC requires physical interface restart, so bridge connection will disconnect.

Hosted network is a feature of windows 7, so this is why my scripts is dedicated for windows 7 and above.

@duke_srg is there anyway to get this to work without a USB dongle? If not, Wheres a list of the USB dongles that can be used? OR...
If I can get my hands on a Nintendo WIFI USB connector, can that be used?
USB adapter is presented fully to the VM, which is not possible for other types. You can try to use Nintendo adapter, it may be based on the standard hardware.
