Hacking Homebrew App That Makes System Menu Run Off IOS249?

So I used to have preloader in my system, but got rid of it due to it making the disc spin endlessly while the wii was off.

Now I'm using StartPatch, but it doesn't let me boot the system menu using IOS249, which allowed me to play backups from the disc channel.

So, is there any app that can do this for me, besides preloader and cIOScorp?
Or maybe a fix for preloader's endless disc spin? Oh, and without getting rid of WiiConnect24.

Just use cIOS60BF for Wii 4.0/4.1 and use it with cIOScorp (just cIOScorp 3.2U and beyond) and it will work fine like that.

Wasn't the endless spin thing fixed in preloader 0.29?
