henkaku need to use external memory card
if i buy one of 2nd hand.
i must to restore my psvita?

for real i don't needed because i don't want to lost remote play to my ps4

You need to restore the vita if you want to use another PSN account, to use another memory card with your current account all you need to do is format the memory card, not restore the system.

    I don't have a wii u anymore to test it myself, but if homebrews are not visible on the wii u menu I think you can press L + R + minus to open the plugin menu, there should be an option called "homebrews on wii u menu" or something similar
