I thought it could have speed boost, that’s weird. As for Seismic Toss, just replace it with Flamethrower or any fire move you can replace it with.

Seismic Toss is a Gen 3 tutor move, Speed Boost came in Gen 5 for Torchic. Nidoran with Hone Claws is possible through Gen 6 TM by the way. I don't know if you want these to have your exact TID/SID info or appear traded, because you'll run into the obedience problem if it's the latter.
