Hacking Downgrade/CFW guide?

Hey all, new to the forums. I've searched and can't find it, but I keep hearing that its possible to downgrade from 9.2 to 4.5 in order to install CFW for Homebrew and roms. Is this true, because if so, is there a guide? again i've searched, but maybe I'm not searching for it correctly. If there is a guide, could someone link or give the instructions on what to do please?
