Please don't try to mod your vWii side without following a guide here, otherwise i bet you're gonna brick it. If it's still untouched, it shouldn't be the source of the problem.
Your error seems a connectivity one. Maybe your router is blocking nintendo servers? Who installed loadiine in the first place? You can try rent or borrow a higher firmware game. Just to see if it updates. It's weird a system restore not solving the browser problem. How do you boot loadiine? Do you self host the exploit? Go online?

Ok, let's check the connection side.

Tested from my computer, I pinged the following (assuming one of those is the update server);
nus.c.shop.nintendowifi.net
nus.cdn.c.shop.nintendowifi.net
nus.cdn.shop.wii.com
nus.cdn.wup.shop.nintendo.net
nus.wup.shop.nintendo.net
c.shop.nintendowifi.net
cbvc.cdn.nintendo.net
cbvc.nintendo.net

I can reach only the green ones, but ping may be blocked by design.
Is there something else I should do to check my network can reach the WiiU update server ?

Put my we 20 centimeters from my router and the update clock started to move !!!

8mn to go, crossing fingers !

BINGO !!!

WiiU Updated to 5.5.1u.
All my setting were right, I had to move the WiiU a few centimeters to my router to make it happen (wtf).

Should I block back anything now, and how ?
