I followed your steps exactly but I have problem.
When I try to use the Custom IOS Installer 2.0 I install version IOS38 using the network install but i then get an error message:
"Installing Customer IOS, please wait...
>> Install ERROR! (ret = -2011)
Finishing installation, please wait...OK!"
What can I try to resolve this error?
EDIT: I just tried download IOS38-64-v3610.wad and installing it from SD Card, I get the same error message.

No, doesn't matter for this process. Don't install updates etc from different regions games and your fine. None of these hacks relate to region however. Banner bomb, tbr, cios install etc.

1 - I would update to the latest, and then preform the steps. Might as well get it out of the way now.
2. The twilight hack has been replaced by banner bomb. It's nice and easy, but you are soft modding with it.

Perhaps get some of those steps off the list. Using banner bomb and getting the homebrew channel is REALLY easy and safe. From there you can figure out how to load things from it. You can try emulators and other homebrew to get a feel for it with no danger. That way you'll feel you've made some progress. From there, you can take on TBR, and once that's done, you can install the cios and be off with backup launchers.
As with TBR, it IS a little scary, so yes I can understand that. But it was designed to be as safe as possible.
