I'm not familiar with pkglinker, but I used to have issues sending pkg files with pkg sender. Whether it was the original .bat file or the actual program (mine came from modded warefare on youtube),
What worked for me is getting pkgviewer and and dragging and dropping the game pkg into viewer, then renaming the pkg file with what the program saw it as. Most games for me were labeled with spaces and symbols that the program didn't like ie "Last of Us V1.00" or some crap, when renaming them to the technical name "EP9000-CUSA00557_00-THELASTOFUS00000-A0100-V0100", the file would then install from my pc through pkg sender.
I'm not sure if this helps or not, but that's what I had to do with all of my pkg files in order to install via my pc to ps4.
