Add option to resize avatars

Like the title says, an option to resize avatars like before would be much appreciated. Right now, the image editor automatically chooses a fixed size. And an option to hotlink an image to use as your avatar would be nice too.

Getting cached in everyone's computer and then changing avatar/sig makes it mismatched.
