True, you could try PMing one of them and seeing if they also do repairs. Considering they are known members who specialize in 3DS hardmodding, it's safe to say they know a thing or two about 3DS internals. I don't mean to speak on their behalf, but there's no known list of people who just do 3DS repairs, thus this was the first list of people I could think of.
Sending your system to Nintendo would more than likely result in them updating your system when they are doing, which means you lose the exploitable firmware.

Quite possibly, depends on what it is, typically it's a loose ribbon, could be other things as well though.

I can do better price off ebay (so I won't have to pay fees), probably around $25 (with return shipping included) for your problem

Would that be the final price even if the problem is worse than expected

yes, unless it's a very specific rare motherboard issue, which is not repairable (less than 2% of 3DS/3DSXL may have that), but it's very unlikely

Whether you are asking for a hardmod or not, either way the 3DS will need to be opened so repairs can be made.

With that said if I have a friend with a 11.0 3DS, how much would someone charge to do a downgrade to 9.2? No other physical modifications.

How much more would you charge me if there is this problem.

I do intend on asking them. On the chance someone has had their 3DS downgraded I wanted to ask how much they were charged since this is on the subject of 3DS repairs.

    I wont derail any further.

I wouldn't worry about it, it only may happen if the system has been twisted or bent beyond the limits, causing the mobo to crack, so if you took good care of the system and the problem you're having now developed over time - it will be repairable
