Hardware 3ds mail in repair

Does anyone know were you can mail in your 3ds for repair? I have a 3ds that flashes and pops and turns off. Its had this problem for a long time. Its bellow firmware 9.9 so its very important.

That sounds like something might be loose inside of your 3DS. If you aren't comfortable opening your system, I suggest hitting up one of these guys

True, you could try PMing one of them and seeing if they also do repairs. Considering they are known members who specialize in 3DS hardmodding, it's safe to say they know a thing or two about 3DS internals. I don't mean to speak on their behalf, but there's no known list of people who just do 3DS repairs, thus this was the first list of people I could think of.
Sending your system to Nintendo would more than likely result in them updating your system when they are doing, which means you lose the exploitable firmware.

With that said if I have a friend with a 11.0 3DS, how much would someone charge to do a downgrade to 9.2? No other physical modifications.

yes, unless it's a very specific rare motherboard issue, which is not repairable (less than 2% of 3DS/3DSXL may have that), but it's very unlikely
How much more would you charge me if there is this problem.

I wouldn't worry about it, it only may happen if the system has been twisted or bent beyond the limits, causing the mobo to crack, so if you took good care of the system and the problem you're having now developed over time - it will be repairable
