Did you try it more than once? Does it always freeze at that file? Can you try using nandExtract from the WiiQt tools on your PC to extract the nand and see if there are any bad blocks and if this tool works.
Yeah i tried it a bunch of times. even tried extracting from the tool and it froze on the same part. Weird thing is, I'm able to extract nand on the PC and copy it to my sd card and restore it with the tool. However, launching vwii pretty much brings me back into Wii U system menu.

Could be...I did this many years ago when the Wii U was hot. I don't remember what I used, but I have a few different backups maybe. Is nand.bin and slccmpt.img the same? they're similar in size. Also, mine was named slccmpt.bin in my backup folder I had to rename the extension to .img. I also have another backup called slc.full.img> i'm assuming one or more of these belongs to the Wii U system menu and not vwii.

Update! nand.bin worked with the restore. vWii no longer reboots the Wii U but is stuck on a black screen after launching. at least we're getting somewhere lol
@NintnedoGuyin66 I tried your backup and keys and it didn't stop the blackscreen unfortunately, I picked the console up on eBay but the owner left it in this state so it could be another issue I really dont know.

Because I would like to restore my console because of a small issue I'm having with it, I have a proper NAND backup, but it's not worth to dissasamble the machine just for that, since it still works fine. I see... well, it was stated here that with CBHC it might be possible to do so, but the high chance of brick it's not worth it. Guess it's better to have some kind of BootMii on the U first.

I did long time ago really stupid stuff and just started deleting useless things like Miiverse and Nintendo TVii, my Wii U still works no problem, but when I start Miiverse (I was hoping at the time that the icon would dissapear) my system crashes.
The other issue is that when I check download environment on download manager I get the 105-4032 error code, but aside of that stuff I had no problems.
Actually, I ended up fixing Miiverse just downloading it again using NUSGrabber and install it with WUP Installer, but I failed to fix the Download Manager stuff. Again, it's not a big deal, it just bother me maybe because of OCD stuff, but being honest, it doesn't really affect me, it's just that I wanted to fix it, but again, not really an issue.

So I was able to use the tool successfully and restore my vWii back to before Homebrew, but I'm still getting a black screen when opening applications in vWii.
It's possible this was an issue before the Homebrew. Any tips?

The issue seemingly started after installing IOS's using d2x cIOS Installer. Knowing this, I've tried Decaffeinator in both light and aggressive modes, but neither fixed the issue.
Also, this post seems to beat around the bush on this, but is this able to copy vWii NAND from say a USA console (with the keys), to a different say Japanese unit?
Also what is the point of needing the key to extract? Does this rely on the system to encrypt with new system OTP?
Copy your nand backup to sd:/vwiinandrestorer/slccmpt.bin and place your keys.bin/otp.bin in the same folder Note: If your backup is named nand.bin just rename it to slccmpt.bin
Copy the .elf to sd:/wiiu/apps
Run cfw (mocha or haxchi)
I recommend doing a slccmpt + otp backup with Wii U Nand dumper before using this tool.
Please make sure that the keys.bin/otp.bin are from the console where the NAND Backup is from or else decryption will fail!
Restore NAND
This will clear your SLCCMPT, extract the nand backup to your slccmpt and fix permissions
Additional Options:
Extract NAND
Extracts your NAND backup to sd:/vwiinandrestorer/extracted
Clear SLCCMPT
This clears your SLCCMPT
Copy extracted NAND to SLCCMPT
Copies everything from sd:/vwiinandrestorer/extracted to your SLCCMPT
This can be useful if you have an already extracted NAND Backup that you want to restore
Fix modes
This fixes the modes of your SLCCMPT
Needed after copying file to the SLCCMPT
Logging
A log of the console output gets written to sd:/vwiinandrestorer/latest.log If you want to report an issue please also send that logfile
