that i am helping him uninstall cfw rn and i dont know if i should delete it or not because if i destroyed my brother's 3ds uninstalling cfw, he would kill me so, should i delete the "private" file? Thank you.
Let me answer that with a quote:
Then you shouldn't be uninstalling CFW because that's very risky.

I'm very sure. Many times did and reinstalled ;)
Are you that sure?

In the GM9Megascript → Hax Un-install, that message in the red screen has to mean something.
!THIS IS YOUR ONLY WARNING!

You want to enable SySNAND
lv13 writing permissions.

This enables you to OVERWRITE
your B9S installation and/or
BRICK your console!

To proceed, enter this:
...

Would you care to region change your 3DS firmware and uninstall your custom firmware? It should be safe like you said, right?

Yeah. I did this several times. I have two different models from the 3ds family here. New and old. And the old one is my experimental device ;)

I can make a video if you want.

If you have an NTRboot flashcart on the ready, region change the 3DS system you experiment with using CTRTransfer and then remove the CFW. Let us know how well that goes. Video not needed.

I dont have an cfw atm on my old 3ds installed.

But yeah. I can Test that.
You don't have to test for this because I already know what happens if you did what I asked you to do: brick.
The reason I'm giving you a hard time is because readers who may not know better may falsely believe uninstalling the CFW is 100% safe when that's not the case. These systems can softbrick for the slightly thing that's off with the firmware whether there's a forgotten edited/hacked title, nonlegit installed tickets, or severely mismatch versions of system titles (franken firmware).

I hope you take this lesson to heart.

But why should i change the region then? Uninstall cfw is not risky imo
I'm not sure if you're following what the others and I were saying earlier: uninstalling the custom firmware IS risky.

You can't freely tell people that they can remove boot9strap or fastboot3ds without first considering the state of their 3DS firmware. Someone like me can brick all day, everyday removing the CFW because I have the benefit of an NTRboot flashcart to recover from.

Those who've hacked their 3DS/2DS systems using a different method and don't have NTRboot DS flashcart would be out of luck if their CFW uninstall goes bad, which can and does happen depending whatever mods or edits were done on the system titles like HOME Menu colorization, font changes, spiffy icon swaps, or even region changing.

The reason it is dangerous is if you have any modified system titles, they will not load without CFW. This means your console may be bricked (if they are part of the home menu) or badly disabled (if they're part of something like the keyboard). You just got lucky. You shouldn't go around telling people to uninstall CFW just because you were lucky, you could really hurt someone.

Edit: definitely read TurdPooCharger's link - that sort of thing will happen if you have any modified system titles, not just region changing.

Ummmm...

Maybe you can you try factory resetting it?

Don't start by resetting it. First check what versions of hacks etc. you have, system version, etc. Everything should be working on latest versions as long as you update the stuff you want to use.

So, you probably need to check what was installed. Try holding select when turning on the DS to see what version you have for luma, and check your system version from the settings.

You likely just need to update Luma3DS.
https://github.com/AuroraWright/Luma3DS/releases
Latest version is needed for 11.8 support.
