how do i install freemc boot. the dvd rive works correctly and i have 2 8mb memory cards

Check the data code on the sticker, 8A and lower (the order is 7D, 8A, 8B, 8C, 8D, 9A...) is guaranteed to support "updates" from memory card, most 8B too, a few 8C, and no 8D/higher

...assuming the motherboard wasn't replaced...

Then your only (practical) option is trial and error: get a cross-region installation of FreeMCBoot (any option is usable - already modded console, PS3 memory card adapter, swap disc, homebrew loading disc, just buying one) which at least will be useful even if you need to add a chip or trade with another console, then just try it directly...

You can also use at least one of the action replay versions, iirc I used max evo With a version of ulaunch to run the installer.

May be one alternative to freemcboot or something like swap magic.

Yep: homebrew loading disc :) (which is a side feaure of some cheat discs and the last version of Swap Magic Coder)

Unfortunately that doesnt seem to be a method to detect the rom version.

Only methods Ive seen involve either trying it, the date code or using homebrew through other means.
Correct, the rom version that disabled updates is 2.30, but you can't see that using official software

your best bet would be to install a modchip, even if your console is softmodable it doesn't hurt to have one installed to play games that have problems running through opl or to play ps1 backups.
you'll still need a swapmagic disk or a hacked ps2 to install the dev1 boot to your memory card though.

Modchips are better
