My 3ds right now a9lh 11.2 firmware. Looking for update to b9s. Its look like updating to 11.8 can risk my 3ds to get ban. Any suggestion to keep at 11.2 or update to 11.7(or 11.8)?
Any method that i can use to update 11.7?

Use this guide to update to B9S.

There is no difference between firmware versions to avoid a ban, as recent changes are made serverside. Updating is recommended.

If someone were not to have enough space, what would happen?
Nothing, almost all of what I account for is a NAND backup. You can live without one, but you're in danger.

Just tell them to cut their Nintendo 3DS folder, put it somewhere safe, mod the console, create a NAND backup, put it somewhere safe and put the Nintendo 3DS folder back in the SD card, replacing the one the console created meanwhile.

But they need it for the seedminer method right?

Are 13,000 blocks just right for hacking on a 4gb SD card?

Does anyone know why I have a “private” folder on the root of my SD card and a “private” folder within the Nintendo 3DS folder? Also within the “private” folder on the root is another Nintendo 3DS folder but not with the same contents and within the Nintendo 3DS on the root is another private folder and a rar file.

I have a private folder within my Nintendo 3DS folder with a rar file, and a private folder on the root of my SD. Can I delete them all?
I did your homework. The private folder in the Nintendo 3DS folder has sound from Nintendo 3DS Sound and cache for Nintendo 3DS Camera. The one outside has content of Flipnote Studio.

In other words, yes you can delete them.

There is also this rar file inside the Nintendo 3DS folder called DSquest, can I delete that too?

I updated today to 11.8, and found about everything that has been happening those last few days. Problem is that when I turn on the console, the blue light indicating that it's powered on turns on for a sec, then turns off and the console keeps turned off (the orange light works if I charge it tho). I bought the console a few months ago, and it came with a lot of things installed (Freeshop, FBI, Luma, Bootstrap), so I don't know much about the topic and would like to know what could be the problem. Can anyone help me? That's a screenshot of my console backup I made, in case I failed to mention something.

Edit: I was able to solve the problem, so just ignore what I said.

You should say how you solved it, in case anyone with a similar problem finds your comment.
