STEP 2: DOWNLOAD DEVLOPPER SOFTWARE i will not give a link but its on archive.org and its called Nintendo 3DS SystemUpdater
STEP 3: ON ARCHIVE.ORG CLICK ON 0.35.0 AND CLICK ON SYSTEMUPDATER_0_35_0-(Your Region)_cias and it have to be cias not csu csu not WORK
STEP 4: CREATE ON YOUR SD CARD A FOLDER CALLED updates and it have to be updates not update
STEP 5
UT ALL THE CIAS FROM SystemUpdater_0_35_0_(Yourregion)_cias on the FOLDER updates
STEP 6UT SYSUPDATER.3DSX ON THE 3DS FOLDER
STEP 7:Eject the sd CARD from your computer
STEP 8: POWER ON YOUR NINTENDO 3DS:
STEP 9:GO TO THE HOMEBREW LAUNCHER
STEP 10: GO TO SYSUPDATER AND CLICK ON A FOR UPDATES WAIT UNTIL ITS FINISH IT WILL RESTART AUTOMATIC
STEP 11: NOW YOU HAVE YOUR 3DS A DEVLOPPMENT SYSTEM
fun things to do do X + Y and you will have a secret menu and after you did X + Y you can do B + X ITS A MENU WHERE YOU CAN CHANGE THE BANNER REGION
