Do you have anything running on your PC that is redirecting Nintendo's URL? A modified host file? modified DNS on your PC or Router? etc.....

As I mentioned in my reply, the url where the script is it's trying to download the base GBA to use for injection is not pointing where it's suppose to be, should be pointing to Nintendo servers, instead it's pointing to some Mario Kart leaderboard site.
I suggest you download the script again and try on another PC, this will see if it's PC related or something else. I don't use this script but I'm pretty use you can download the base VC by other methods and place then in the scripts folder to get to the next steps in the inject process.
How does one use base files as an injection method? Specifically GBA files? Do I just use a game from USBHelper? What exactly are the best files?
I absolutely cannot use this for some reason. Whenever I try to use it, it just throws up the same error over and over and over again.

Hello, i'm trying to make a nds vc of Mario & Luigi: Bowser's inside story, but every time i do the process i don't get anything in the output folder. In the files folder i have the game called "rom.nds" and banner and icon made from the template. How can i fix this?
Don't bother with this game as the game crashes on first Bowser fight. Looks like the script has crashed at some point, as this scrip doesn't normally give you any error messages when it crashes.

It's a hit and miss when I was playing with your script a while ago, so not sure what is wrong. I use another old script that works fine for me, it's heavily manually driven process, I prefer this way as I know that is going only with every step
