Use Shift+right click to open the CMD directly on the folder, then type seedminer_launcher.py ID0.

To run a python program, you need to start with "python". I haven't used this program (yet) but your command should be:
python seedminer_launcher.py ID0

Okay, I mined all flies, I have found in this thread and I am free for new files. Feel free post your moveable.sed and tag me.
It depends, if python was added to windows PATH. But you made a point. @hiro1 try "python seedminer_launcher.py ID0" as command
Another idea is to uninstall pyton and reinstall it. One of the last windows should have a unchecked checkboy with the ooption to add pyton to PATH. Chech it and try it again.

Open up command prompt and try typing just python. If you get the same error (as in, the command isn't recognised), it means one of two things:
1) Python isn't installed
2) Python has not been added to the list of Environment Variables in Windows (don't worry, this is easy to fix).
Follow https://www.pythoncentral.io/add-py...ecognized-as-an-internal-or-external-command/ if you're having the latter problem. When you install Python, it should ask if you want the installer to add it to the path. You may have said no to this.
Type your command without " python seedminer_launcher.py ID0 and not "python seedminer_launcher.py ID0"

There's also a exe version of seedminer_launcher in the release. make sure run it without python at the beginning
seedminer_launcher.exe id0
for example.
Check, if your movable_part1.sed is on your sd card (sdmc:/Nintendo 3DS/) and if you correctly renamed the file you got to movable_part1.sed
