As it says in the title I want to learn to make a ROM hack for Pokemon HG/SS or D/P/P. Since I am just starting I would like the basic tools to make one and what I would need to learn to make one. Thank you in advance.

This is one of my favorite tutorials on youtube:
He goes into depth on how to use the tool, and he has multiple tutorials on text editing tools, etc.

This tutorial is good but it is working only for GBA Pokemon Games.
Unfortunately, pokemoncommunity is not working now so I can't give you the best tools for advanced editing.
But, PPRE should be good for a basic level editing. You can find it here.
