ROM Hack Want to learn to make a ROM hack. Can i have some tools?

As it says in the title I want to learn to make a ROM hack for Pokemon HG/SS or D/P/P. Since I am just starting I would like the basic tools to make one and what I would need to learn to make one. Thank you in advance.

you know google has been progressively getting more and more useless, a lot of results are completely irrelevant most of the time.

Are you intentionally doing this? Cause if you are you're just wasting both of our times. I legit want to learn and google is useless.

This tutorial is good but it is working only for GBA Pokemon Games.
Unfortunately, pokemoncommunity is not working now so I can't give you the best tools for advanced editing.
But, PPRE should be good for a basic level editing. You can find it here.
