^That is a good option too.Do you have access to the email account used to set up the nnid? If so it is real simple. Follow the instructions on the website here.

If not then select no and follow the prompts. You will be contacting Nintendo via online chat. So just lie about your age to them. Also claim you bought it used and the person you purchased it from is not responding. This is actually real easy without any hack at all.
Just say to them via chat that one of your little kids accidentally accessed the Parental Controls and input a random number, and now you can't access the console.
That should pretty much do it.
Should work without issues.
