Thanks, it's deleted now.
I tried uploading my CycloDS theme, then i seemed to have forgotten a file, so I tried re-uploading, and it gives me a message:

QUOTE said:
File cannot be removed.
If I try deleting it, it says:
QUOTEYou do not have permission to use this feature

I ended up re-uploading under a different URL, and putting a link to it in the broken file's description.
If you try downloading the broken file, then you get a "403 Forbidden" error.
The broken file is at (file deleted).
EDIT: whoops this isn't really a forum bug. its a "downloads page" bug.
