You don't need any programs, all you have to do is download
Narin's cheat database and put it in the SYSTEM folder of your card.
But if you want to patch codes directly into a ROM, use
DSATM. Here are the directions:
1. Create a text file, and paste your cheats into it using the format below. Here are some sample codes what you would paste in a text file for
Dragon Quest V:

Save the text file and call it whatever you want. Some other instructions for DSATM say to add the game ID to the text file, but you do
not have to do this (so don't even worry about the game ID if you don't know what it is, it's not important).
2. Open DSATM, and choose your ROM where it says "DS Game."
3. Browse to the text file you just created where it says "Cheat.txt."
4. Where it says "Save As," name the ROM whatever you want.
5. Don't worry about the other options, and just click "Autopatch Game!"
