The 3DS isn't powerful enough to manage gameplay and screen recording at the same time. You have to either mod your console with a capture card or stream your screen to a PC and record footage there. You can find the latter here, but be aware it's only compatible with the New line of systems.also a local screen recorder for the 3ds? like where you would start it, record, and stop it and the file would be saved somewhere.
If it's possible I would like a patch/mod/update to Terraria 3ds that allows online multiplayer with friends by tricking the game into thinking you are playing locally.
AFAIK the reason some stuff isn't included in the 3DS version is because of technical and gameplay limitations.
