I think that's a red light camera, it's probably the angle the photo was taken at that makes it look like it is behind the traffic light.

Text is bad, it could disadvantage those who speak another language. Having it in green or red is good but then you have a problem for the colour-blind. People walking or stopped is a universal sign that everyone can understand.

Honestly I couldn't care less if the signs are super gay or showing pictogrammes of aliens.
As long as it is simple and clear that universally everyone can understand they can cross the street or wait, I won't complain.
