I think that's a red light camera, it's probably the angle the photo was taken at that makes it look like it is behind the traffic light.
I want to go up to the designer of this traffic light, and slap him (or her). I mean, is green and red text not good enough?
Text is bad, it could disadvantage those who speak another language. Having it in green or red is good but then you have a problem for the colour-blind. People walking or stopped is a universal sign that everyone can understand.
But why exactly two people?
Probably just a temporary demonstration in favour of gay rights/marriage equality.

Honestly I couldn't care less if the signs are super gay or showing pictogrammes of aliens.
As long as it is simple and clear that universally everyone can understand they can cross the street or wait, I won't complain.
There was no reason to even change or "fix" it in the first place since the signs weren't broken. So much for getting "triggered."
tl;dr they were put during gay pride, but people liked the idea so much that they stayed. Read the news, kids.
