Maybe post a picture of your SD card contents (root and a9lh folder). And verify that you have the latest files, and you're not using files you already had on your computer. I don't have any clear idea why it might not be working but maybe something will jump out at us with your SD card contents.

I don't see anything wrong myself :-/ hopefully someone more experienced might be able to spot the problem. I found a thread where someone had the same issue and tagged you in it, but unfortunately the OP didn't say exactly what he did to fix it.

Looks like the Guide has changed yet again.
Only thing I see off is the date for SafeA9LHInstaller, but it seems consistent with the new version of SafeA9LHInstaller.
Get everything off your SD card.
Test your SD card using one of the following.
https://3ds.guide/f3-(linux)
https://3ds.guide/f3x-(mac)
https://3ds.guide/h2testw-(windows)
If it tests out ok, then double check your files and copy them back to your SD card and try again. Don't forget the 3ds folder from SafeA9LHInstaller.
If it fails, get a different card and test again and continue.

You're connected to the internet, right?
If you want to be adventurous, you can try this older version. This one is from towards the end of last year. I don't see it available anymore. Or try redownloading the files and see if that helps.

Print out the page or copy paste it into a text file. Go through it one by one and check everything off. People make mistakes all the time. They might confuse files too. There are different versions of files in different parts of the Guide and we've seen people confuse them often.
I would suggest you backup stuff off the SD card, delete what's on there. Download everything into a new folder as you cross each thing off in the Guide. Then just try it again. Without being there or watching you work, we can't really help you. Feel free to PM me. If you can't PM yet, and want me to, let me know.

I'd like to add that there is also a chance the files are becoming corrupted during transfer to the SD card. Take it out and transfer the files manually, and do it twice to preserve the integrity. I would also, clear my browsing history and the cache of the browser on my 3DS and try again. Also, It wouldn't hurt to try a standard URL like google or something to make sure your internet isn't dropping tons of packets from the server on either side.
