Gaming ps4 backwards compatibilty with ps3??

does the ps4 have backwards compatibility with ps3 games?? my cousins want to upgrade their ps3 fat to a ps4 and they really don't want to get rid of all of their controllers and 45 games in their library... can I place the ps3 game into the ps4 and download the game off the ps store or something??
