The important thing here is if your motherboard and BIOS support installation from USB. Most these days do, but occasionally you run across the odd one (or older one) that doesn't. So, does your mobo support USB installs?

Okay, then what you need to have is your install media on your USB, inserted into a USB 2.0 port, then boot your machine. Enter your BIOS by pressing the prompted key. Find your boot settings, or better yet, a list of selectable boot devices, then boot your USB drive. Install Windows as you see fit for your situation and machine.

EDIT: If your USB port doesn't work, try the next one. It may be that a 3.0 port will be the one that works. It's kind of a guessing game, but 2.0 is the best place to start.

Use Rufus to create your USB installation media. You should be able to press some sort of function key on boot to enter some sort of selectable boot media menu in order to select the USB drive. Also, don't try downgrading Windows. Everything will fuck up.
