Must I do everything from Step 1 onwards because this 2DS has literally nothing on it =/

I've been thinking of buying a n3DS since as I read on other posts, there's almost no possibility to receive a console with updated firmware, so I went to the store ready to buy it, asked the guys working there if they knew something about it and they told me that the first thing that the DS force me to do is to update it. Is this true? or just some misinformation?

when you buy a new console it has never downloaded a update before so it cant ask until it downloads one

While on emunand RX10.3 I updated through system settings, then the system restarted. Sysnand is fine (still at 9.2 as I am unlinked) but trying to boot rxtools leaves me with a blank/black screen (after the rxtools splash screen) Am I missing something? :/
This is my 14th attempt though. The 3D light comes on and the screen seems as if it's going to boot the emunand, but nothing ever occurs. On o3ds btw.

Alright, grabbed the pack in that thread and created firmware.bin, copied everything over according to the instructions. Loaded rxtools and got the installation data suite, was successful but still same end result. Forgot to mention, during this black screen I can press power and the power off screen appears, if I hit home during this screen, it stays locked on the home menu splash.
