If I recall properly, I've seen on another thread that it is a tool to extract the firm.bin from reinand binary, for use with Rxtools, but I could be wrongI don't know well (or at all), but I heard ReiNAND includes the decrypted NATIVE_FIRM. If so, you can use it.
I don't know what "the FIRM-Patcher (.py)", means, but if it's the downloader in rxTools, you don't have to use it.
Put the ReiNand "firmware.bin" into the "rei-to-rx" folder and click on "rei-to-rx.py"
Copy this new "firmware.bin" into the rxTools "data" folder and rename it to "0004013800000002.bin".
mset in my opinion is a few jumps away, i'm not saying it's within a few updates but i'm not saying it's years away. either way, mset is a little tricky for the n3ds i'll admit that, it has been done, but only one "cfw" has the crap down and that's GW.Want a working version for downgraded MSET on N3DS :/

try deleting the rxTools folder, and do it all from scratch, grab the newest compiled rx, i think it was like 15hrs ago, then place rxtools folder on root, then alter firm, place in rxtools/data, replace cubic ninja files, eject enjoyThe one from Reinandv2
