I test on 03DS in 6.1.0-8E with the last rebuilt, I can boot from the émunand but I can't install FBI on sysnand or emunand.

I see the problem with FBI is not solved yet :(

Hey everyone,
I have an usa region o3ds with firmware 4.5 sysnand and rxtools emunand 9.9.
I am using rxtools 2.6 and launch it with the internet browser.
I installed a bunch of cia file games using the fbi injection method. The games and everything seems to work.
However, whenever I turn on my 3ds and launch rxtools from the internet browser, it will get though the rxtools menu,
either auto or manual boot into emunand, but ends up with a black screen. At this point I need to hold the power button for ~15 seconds
to turn off the 3ds and try again. It takes me 1-3 tries everytime before I can boot emunand through rxtools and play games.
Is this normal?

Thank You

The issue isn't with the FBI installer at all, it's with one of the tools driving it. The NAND decryption and file extraction code is separate from the downgrade/injection app, and it handles extracting the SecureInfo_X files to check for region bytes and the like. If I wasn't busy with work 24/7 for the past week or so, I'd fix it myself.

Thank you in advance because with this error, no way to hack a 3DS because you can'ot install a manager for .cia :(

With old version, i can't launch rxTools :(, i still have an error :(

latest source code seems to support mset n3ds

Really? Can you provide a compiled source?
Edit: Nevermind, found it.

MSET appears to be working fine! Actual CFW booting however is not.

With firmware.bin present, I get what's in the pic. Removing firmware.bin as suggested a few pages back results in a black screen with a blue square containing an "I" on the bottom screen.
