What I've done:
I've used a Rockband DLC Manager to copy .bin files to my SD card (I don't know if I can give the link to the torrent I've used, but the readme said:

First you'll have to get your NG ID using xyzzy.

After running it there will be a txt file named "keys" on your SD card.
Look for NG (Console ID) in that and copy the 8 digit key.
Put the 8 digit key into the file "ng_id.txt" in the CommonFiles folder.
You can also get the ng_id from the keys.bin of a BootMii backup.
Open it with a text editor and find the "ConsoleID"

-Fake Signing (Trucha Bug)
The games IOS must accept fake signing for the unlocks to work properly.
For RB2 you need to patch IOS 37
For TBRB & GH5 you need to patch IOS 56
For DJ Hero you need to patch IOS 55
-TMD Files
This will only decrypt whats on the NUS server as of when I made this pack.
The ticket file will not change but you need to update your TMD file.
Use the new menu system to do this for any new stuff.
-Hard Drive Space
Each Generation takes about 5GB of space for just the BIN files when all complete.
During donwloading / decrypting / packing you might need up to 20GB of space.
Run the full cleanup from the menu after you have moved the BIN files to the
collection folder to free up drive space if you need to.
-Unlock WAD Files
They work, if you cannot make them work you are doing something wrong.
If you have purchased any DLC you should "uninstall" the WAD file until you get consistent -1
errors before running the "install". This will wipe out any record of purchased DLC and if the
unlock does not work properly you are SOL.
If you have installed any unlock files for the wrong region, make sure you uninstall them
====== Automated Menu Instructions ======
Run the "Install-Common-Files" batch file
Go into one of the DLC_Gen folders and run the "--- StartMenu ---" batch file
The main menu can be run through in order OR
You can use the NAND Menu if you want to do NAND Emulation
Once complete go into the "Rock Band 2 DLC Collection" folder and launch the DLC Manager
It should auto detect the SD card ands ask you to browse to your DLC collection
Point it to the "Rock Band 2 DLC Collection\DLC" folder and it will find any bin files you have moved there

Run the "Install-Common-Files" batch file
Go into one of the DLC_Gen folders
Double click "Start.bat"
Type in "wget -i list.txt" this will download all the files for every DLC under the title.
Once everything has finished downloading type in "decrypter" to decrypt the contents.
Type in "wadpacker 0 999" this will produce the bin files for your SD card and another file also named title.wad (delete this title.wad)
Put all the .bin files under "DLC/sZ?E" then run RB2_DLC_Manager.exe
This should autodetect your SD card and ask you where your DLC is.
Point it to the "DLC" folder and you will be able to copy the DLC you want to play to your SD card!

New Versions

The new generations [sZEE - sZLE] will not work with "Install-Common-Files.bat" or "Restore-Cleanup.bat"
You will have to change the "ng_id.txt" in the new generations yourself.
All you really need is "--- Start Menu ---.bat"
I (LaTeRaLuS) did not create these programs. I simply added the latest generation [sZLE]
If you found this, you should probably already know how to use these tools.
I've done everything what stands here (although I'm not sure if I did the fake signing right with DOP Mii and I haven't got a clue how to play Rock Band 2 with Ios 37) and I started the game. But I couldn't find the songs in the list when I select 'Play Solo' or something like that or 'Play Band', while in the store they were marked as 'downloaded', and all the others were marked as 'purchased' (by some WAD files I think). But since I couldn't find the songs that were marked 'downloaded' I tried to download again. But Rock Band 2 says it hasn't got enough space to download it, while I just resetted my Wii and my SD card has got many blocks.

It says that the memory issue is because you've got to use cIOSX Rev19 Base 37. I downloaded cIOSX Rev19 Installer and to be honest I didn't understand it at all XD.
But I just tried and I installed it with Ios37 (at least, I think xD) and it gave an error, but it still says installation completed, so I don't know if it has succeeded... But after I started Rock Band 2 again, it still says it hasn't got enough space...
I really don't know what to do now, is there anybody who can explain me why the songs doesn't show up or why Rock Band 2 says it hasn't got enough space?
