Anything's possible, but I doubt it.
Percieved competition from Brawl, and the view that most old SEGA fans are 360/PS3 fans make it pretty unlikely, especially to take a risk during a console's late-life, with a company that's releasing a new handheld.

No one really knows. If it hasn't been announced, then it hasn't been announced. I hope they make one though. Powerstone on the SegaDC was purely amazing.
